The public auction will be conducted through oral bidding.

A bidder wishing to participate in the oral public auction must attend the Health Centre's administration office on the day of the auction with confirmation that the deposit has been paid.

III

Bidders must provide proof of payment of a deposit equal to 10% of the starting price of the passenger motor vehicle referred to in Article 1 (an amount of 150,00 KM).

The deposit must be paid at the Health Centre's cashier's office on the day of the public auction, no later than two hours before it begins, marked “deposit payment for the passenger motor vehicle sale auction”. Bidders must present proof of payment to the auction committee immediately before bidding begins; this is a condition of participation.

Auction participants whose bids are not accepted will have their deposits refunded at the Health Centre's cashier's office immediately after the public auction procedure has concluded.

A participant whose bid is accepted as the best offer but who does not proceed to conclude the sale and purchase agreement forfeits the right to a refund of the deposit and the right to participate in any of the next three auctions. In that case, the item being auctioned will not be offered to the bidder with the second-best offer; instead, the public invitation will be cancelled by decision of the Director and issued again.

IV

The auction procedure is conducted by a committee appointed by decision of the Health Centre's Director.

Minutes of the auction procedure will be kept, recording the entire course of the procedure, all bids submitted by individual participants and any objections raised.

The auction procedure will be conducted by submitting bids for the vehicle referred to in Article 1 of this public invitation.

A bid submitted at the public auction may not be lower than the starting price stated in Article 1 of this public invitation.

The motor vehicle may be inspected on any working day by arrangement with the authorised person (the head of the vehicle fleet), but no later than the end of working hours on the day before the scheduled auction date. Subsequent complaints concerning the vehicle's condition will not be accepted.

Before the minutes are closed by all committee members, bidders present at the auction have the right to raise an objection, and the committee chair will inform them of this right. After the minutes of the auction procedure have been closed and signed, participants may no longer raise objections.

V

The public auction will take place on Monday, 14.09.2020, at the Health Centre's administration offices, starting at 11.00. The most favourable bid will be accepted within 30 minutes of the auction opening.

Note:In view of the current epidemiological situation arising from COVID-19 infection, the auction will be conducted in compliance with all protective measures (wearing protective masks, hand disinfection and a physical distance of at least 2 m).

VI

The bidder whose bid is accepted, i.e. the buyer, must present all necessary documentation containing the following information immediately after the minutes have been closed and signed:

– individuals: full name, the name of one parent, address and telephone number, and a certified copy of an identification document;

– legal entities: the legal entity's name, address and telephone number, the name of the person authorised to represent it in the auction procedure (with the appropriate power of attorney), a decision on entry in the court register no more than three months old and certified by the competent authority, and a certified photocopy of the tax registration decision.

The auction winner must proceed to conclude the sale and purchase agreement within seven (7) days of being declared the auction winner.

The purchased vehicle must be collected within three (3) days of signing the sale and purchase agreement and paying the balance of the sale price (deposit paid + balance).

The buyer bears the costs of transferring ownership and other costs in accordance with the law.
